National Coordination CouncilBased on Resolution of the Council of Ministers of March 5th 2004, #237 “On Implementation of the Stockholm Convention on Persistent Organic Pollutants” the National inter-Agency Coordinating Committee was formed. It provides the supervision of the project in accordance with the rules defined in the Stockholm Convention.

In accordance with Resolution of the Council of Ministers of the Republic of Belarus of March 5 th, 2004, #237 “On Implementation of the Stockholm Convention on Persistent Organic Pollutants” the Ministry of Nature Recourses and Environmental Protection of the Republic of Belarus RESOLVES to:
Approve:
- appended Provision on the Coordinating committee on implementation of the Stockholm Convention on Persistent Organic Pollutants;
- members of the Coordinating Committee on implementation of the Stockholm Convention on Persistent Organic Pollutants according to the annex.

PROVISION on the Coordinating Committee on implementation of the Stockholm Convention on Persistent Organic Pollutants
- Coordinating Committee on implementation of the Stockholm Convention on Persistent Organic Pollutants (Coordinating Committee) is a standing body, which ensures coordination of activity of governmental bodies and other organizations under implementation of the Stockholm Convention on Persistent Organic Pollutants approved in Stockholm on May 22nd, 2001, and which the Republic of Belarus acceded in accordance with Decree of President of the Republic of Belarus of December 26th, 2003 # 594 (National register of legal documents of the Republic of Belarus, 2004, #1,1/5208).
- Coordinating Committee in its activity is guided by standing legislation of the Republic of Belarus and this Provision.
- Principle objectives of the Coordinating Committee are:
- elaboration of recommendations on improvement of the national policy of persistent organic pollutants management;
- definition of research priorities on the issue of persistent organic pollutants;
- coordination of work of governmental bodies and other organizations with the aim of implementation of obligations of the Republic of Belarus under the Stockholm Convention on Persistent Organic Pollutants (the Stockholm Convention);
- assistance with information exchange between stakeholders, governmental bodies, public and international organizations on the issues of implementation of the Stockholm Convention;
- organization of activity on raising public awareness on the issue of persistent organic pollutants.
- Coordinating Committee in accordance with its principle objectives:
- elaborates the system of measures providing the implementation of the Stockholm Convention in the Republic of Belarus;
- considers the questions of technical, financial, and personnel provision of implementation of the Stockholm Convention;
- puts forward propositions to the governors of state bodies on improvement of regulatory legal acts in the sphere of persistent organic pollutants management;
- participates in development of the projects of conceptions and regulatory legal acts in the sphere of persistent organic pollutants management;
- puts forward propositions to the governors of state bodies on implementation of scientific research on the issue of persistent organic pollutants;
- ensures supervision and control of realization of the measures and projects on the Stockholm Convention implementation;
- hears the reports of the working groups created on the basis of this Provision;
- organizes preparation of information materials and informing the public of the problem of persistent organic pollutants;
- considers the results of research work on the problem of persistent organic pollutants and prepares the propositions for their realization;
- implements other functions necessary for realization of the tasks assigned to it.
- Coordinating Committee in accordance with the scope of its activity has the right to:
- give recommendations on the measures on meeting obligations under the Stockholm Convention to state bodies and other organizations;
- ask for and receive the information about persistent organic pollutants management from the state bodies and other organizations;
- hear at the Coordinating Committee sessions reports of its members, representatives of state bodies and other organizations about the undertaken measures to meet the obligations under the Stockholm Convention;
- consider disputes between state bodies on solving the problem of persistent organic pollutants.
- Coordinating Committee is formed by the Ministry of Nature Resources and Environmental Protection of the Republic of Belarus from the group of managers and specialists of the Ministry of Nature Resources and Environmental Protection of the Republic of Belarus, Ministry of Defense of the Republic of Belarus, Ministry of Transport and Communication of the Republic of Belarus, Ministry of Health of the Republic of Belarus, Ministry of Industry of the Republic of Belarus, Ministry of Architecture and Construction of the Republic of Belarus, Ministry of Energy of the Republic of Belarus, Ministry for Emergency Situations of the Republic of Belarus, Ministry of Agriculture and Food of the Republic of Belarus, Ministry of Foreign Affairs of the Republic of Belarus, the National Assembly of the Republic of Belarus, National Academy of Sciences of the Republic of Belarus, concern “Belneftekhim”, Belarusian Railway. The Coordinating Committee is ruled by chairman who has deputies. The Coordinating Committee also has a secretary.
- The sessions of the Coordinating Committee are held as needed, but not less than twice a year. The secretary informs of the date of the session.
- The chairman presides at the sessions; when he is unavailable the duty is laid upon his deputies.
- Draft agenda of the next session of the Coordinating Committee is prepared by the secretary on the basis of working plan as well as the propositions of the members of the Coordinating Committee. Draft agenda of the next session of the Coordinating Committee is sent out by the secretary to the members of the Coordinating Committee. Agenda is approved at the session of the Coordinating Committee.
- The sessions of the Coordinating Committee are attended by its members as well as by the invited representatives of other state bodies and stakeholders.
- The session of the Coordinating Committee is considered to be legal if it is attended by not less than half of its members.
- Decisions of the Coordinating Committee are made by voting by show on the principle “one member of the Coordinating Committee – one vote” and are considered to be accepted if more than half of the present at the session voted for. In case of tied vote, the chairman has a casting vote. Only the members of the Coordinating Committee have the voting right.
- Members of the Coordinating Committee and the invited persons present at the session have the right to participate in the discussions, put forward propositions, corrections to the point of the matter as well as give references.
- Decisions of the Coordinating Committee are registered in the minutes, which are signed by the presiding person and the secretary.
- The minutes of the sessions are kept by the secretary. The minutes of the sessions and working materials of the Coordinating Committee are directed to the members of the Coordinating Committee within 10 days after the session was held. The minutes of the sessions can be presented to non-members upon written request.
- Decisions of the Coordinating Committee made in the scope of its terms of reference are obligatory for all its members.
- Chairman controls the implementation of the decisions of the Coordinating Committee.
- To optimize the process of problem solving the Coordinating Committee creates working groups.
A working group is formed by the Ministry of Nature Resources and Environmental Protection of the Republic of Belarus from the members of the Coordinating Committee with participation of the specialists of the state bodies and other organizations involved in the problem of persistent organic pollutants and approved by the Coordinating Committee.
The tasks of the working group are:
- elaboration of the propositions on implementation of the Stockholm Convention;
- organization of the meetings connected with the issues of implementation of the Stockholm Convention;
- participation in development of the projects of conceptions and regulatory legal acts in the sphere of persistent organic pollutants management;
- systematization and analysis of the world scientific experience in the sphere of persistent organic pollutants and preparation of the propositions on the themes of scientific research on the issue of persistent organic pollutants;
- preparation of the materials for the Coordinating Committee’s consideration.
- Organization of activity of the Coordinating Committee is provided by the Ministry of Nature Resources and Environmental Protection of the Republic of Belarus.
